Safety 1st plug covers can be removed by determined toddlers
So we put outlet covers (round ones that plug in) on all our outlets last week when our baby started crawling. Today she figured out how to pull them off and now just wants to play at taking them off and putting them back in. ... We use the ones from this kit and they are very hard to pull. I can't imagine my baby being able to do it.

Changing outlets to child-safe ones is a more permanent solution
You can actually just change your entire outlets for baby safe ones. They are outlets that are designed to not allow power out unless both prongs are pushed in at the same time. They are standard in new construction (last 2yrs) but have been around for longer.
