CPST confirms safety equivalence but highlights caveats
CPST here, a Ride Safer Travel Vest (RSTV) is equally safe when used correctly. They pass the same safety tests. That last part is the kicker. (1) They’re not as easy to adjust as traditional harnessed seats, there is a learning curve. (2) They’re not as restrictive as traditional harnessed seats, it is possible to wiggle out of position. This is why they’re often recommended as “wearable boosters” … because much like a booster a child has to be mature enough to sit properly. The sizing does go down to a very small size, the manufacturer only recommends those for taxi rides etc when a caregiver will sit next to the child. (3) The RSTV can’t be used on an airplane. In unexpected turbulence or a runway emergency, both the most common times people are injured on aircraft, everything/everyone in the plane needs to be safely restrained. The lap belt on the plane is designed for adults and starts to fit kids decently around 40lbs. Travel is a great use for a RSTV, as long as you practice ahead of time. I’d recommend consulting with a CSPT to have the fit checked. You can find one locally or have it checked online via pictures, for the latter www.CSFTL.org has contact info.

We have developed an awesome and convenient travel system with this. We use the CARES harness on the plane (FAA approved) and the Ride Safer vest in Ubers while traveling. It all packs down into a backpack pocket and is so so SO much better than traveling with a car seat. The Ride Safer is very convenient to use in quickly getting into and out of vehicles. It's super easy to carry around with you. But it isn't as comfortable as a traditional carseat. My son tolerates it but prefers a car seat when one is available. All said, I recommend CARES harness + Ride Safer combo for traveling. It's the best!

We just used this in combo with the Bubble Bum for a 9 day trip to the USVI and it was amazing. Not having to lug the heavy seat or depend on janky rentals? PRICELESS. I only wish I’d known about it with my older two.

Car seat tech would not use for a 3-year-old due to safety concerns
I’m a car seat tech. How big is your 3 year old? Age isn’t the only factor that should be considered - size (height and weight) should seriously be considered. Are you rear facing or forward facing normally? I have a 3 year old and I would never put him in this. Personally, I will be using traditional seats until they’re ready for a booster. I’ve worked numerous vehicle wrecks with children/car seats (and lack of car seats) as a firefighter as well, so I’m a lot more cautious than the average person.

It doesn’t offer any impact protection, which would be a concern for me, and if your child isn’t large enough to sit correctly in the seat I fail to see how this would be wise (boosters and car seat fit is not just about the straps, it’s also about making sure that the child is against the seat and the seat meets the leg correctly). It appears it would be VERY hard to get a safe fit on many kids (especially the younger/smaller ones).

Clarification on certification and Uber driver acceptance
Replying a year later to this because you are incorrect. The RideSafer vest is certified to the same standards as booster/car seats (FMVSS 213). I would be pissed if my Uber driver denied us a ride because they couldn't take 2 seconds to verify that themselves.
