The vest is not equivalent to a forward-facing harnessed carseat. It's a belt-positioning booster, so more like a highback or backless booster. It's probably safe for a 4yo, but I wouldn't use it for a 2yo – kids that age wiggle too much and a belt-positioning booster isn't appropriate. Also, it's not approved for use on planes because airplane seatbelts are lap-only.

RideSafer vest for travel with 3 yo
The XS says it fits from 2 years, but 2-year-olds are often not ready for a belt-positioning booster. My 3-year-old used it but she's a rule follower; if your kid is a Houdini, don't use it. Also, it fits really large, so if your kid is on the small side, it might not fit properly. Our daughter clipped in fine, but sometimes she pushes the chest clip down, which is dangerous.

Trying out the RideSafer vest XS - we're NYC so we're in Ubers, and it's been great!
So far so good, only used in Ubers and Lyfts in NYC. But there's a learning curve. You need to route the seatbelt correctly according to the manual and make sure it's not twisted. My 2.5yo doesn't fight it, but I video-called a CPST to check the install every time at first. It's definitely not ideal for wiggly kids. Don't expect it to be quick and easy.

What's the deal with these travel car seats? Don't understand why anyone would willingly buy an unbuckled vest for their kid.
It was a nightmare the only time I tried it. My kid screamed and cried when we put it on because it's so stiff and uncomfortable. Then they just kept unbuckling themselves– maybe other kids are more compliant but ours figured out the chest clip. Never again. We'll lug the standard seat.
