Mixed thoughts on developmental appropriateness
I think they are fine in short spans. My baby loved his. I just wouldn't leave them in there for long periods. It's no different than a bouncer or swing really. Just another container for baby to be in while you get things done.

Comparing Sit-Me-Up with UpSeat for personal needs
I have both the UpSeat and the Fisher Price Sit-Me-Up. The UpSeat is better for feeding and posture but the Fisher Price is more stable and folds flat which is great for travel. If I had to choose one, I might go with the UpSeat but the FP is still good.

Three-way comparison: UpSeat vs Bumbo vs Sit-Me-Up
We have the Sit-Me-Up and a Bumbo. The Bumbo is a no-go because of hip concerns. The Sit-Me-Up is better, but if I could do it again I'd get the UpSeat because it seems to position them better. But the FP one is so easy to fold and bring places. My baby likes it and it feels sturdy.

Worth it for second baby? Practical considerations
With my first I used it a lot. With my second, I haven't gotten it out yet. It's useful but not essential. I'd say if you already have a lot of gear, maybe skip, but if you have the space and money, it's nice to have. Just don't use it as a babysitter.
