We have the Vista and bought the rumbleseat when #2 came along. You do have to buy it if you want to seat both kids, because the regular toddler seat cannot be used on the bottom. It's annoying that you have to spend more money, but we’ve gotten a ton of use out of it and it works fine. The top seat is bigger so the older child goes up top.

Thoughts on Vista V3 and RumbleSeat V3 improvements
I have the Vista V3 with the new RumbleSeat V3 and really like the magnetic harness and the all-weather seat. The mesh is nice for hot days and the seat feels more premium. It's still a tight fit with two kids though, and the toddler in the rumbleseat has limited legroom when the top seat is reclined.

Clarification that toddler seat cannot go on bottom
No, the regular toddler seat does not fit on the bottom position of the Vista. You must purchase the RumbleSeat. This was a major disappointment for me because you already pay so much for the stroller and then have to spend another $200+ for a second seat that is smaller. UPPAbaby really should make the toddler seat fit both positions.

Regrets and mixed feelings about Vista double cost
I regret buying the Vista because of how much it costs to turn it into a double. The RumbleSeat plus adapters is easily over $250 and it still feels cramped. If I could go back, I'd get a side-by-side like the Bugaboo Donkey or even the Mockingbird. The Vista is great as a single, but not great as a double unless you have small kids or only need it occasionally.

The RumbleSeat V3 is nice but not a huge upgrade from the V2+. The magnetic buckle is cool but not essential. If you can find a V2+ on sale, go for that. The V3 is mostly aesthetic updates to match the V3 stroller. The size and weight limits are identical.

Using Vista V3 with Aria infant seat and RumbleSeat
The Aria car seat clips onto the top adapters and then you can put the toddler in the RumbleSeat V3 on the bottom. It works well, though the toddler is pretty close to the ground. The new RumbleSeat V3 is definitely nicer materials and the canopy is better than the old one. My toddler seems comfortable enough.
